Residency Determination

The North Carolina State Legislature has established the Residency Determination Service (RDS) which serves as the single authority for determining whether a student qualifies for in-state tuition. All students who wish to receive in-state tuition must compete the Residency Determination Survey before filling out their college application. After completing the Residency Determination Survey, students will be issued a Residency Certification Number (RCN) to use on any college application in North Carolina.
